The following video shows a driver in Taiwan dragging a tied up dog while it's still alive! This is fucking outrageous. The person with the video camera quickly follows and tries to alert the idiotic pet owner with series of honks from his own car. At the end of the video you'll see the dog getting back up on all fours after brutally being tossed around.
